Received only wheel and pedals - DD base tracking number no longer has a delivery estimate

The FedEx tracking number for the base hasn't shown movement in 4 days, and now it's been updated and the estimated delivery date removed.
I've been through this enough times to know it's either lost or stolen. But I'm curious if it's normal to only receive 2/3 boxes in a shipment? It's my understanding they should have been together the whole way here.
