csl really bad oscillation

since new, my Fantec csl ps4 has had a bad shake when I first log into the car. No engine started, sitting still. I have changed and reverted and changed drivers. Got the suggested settings from here that are added on many other discussions with similar problems but mine does it only when I'm not holding on to the wheel. which is super annoying. So have bolted it down to the desk to eliminate the desk flex is causing it to trigger... I don't know, I feel like I'm making up things trying to figure this out. but its been two months of me trying to fix this to not a bit of success.
