Once downloaded to your PC, locate the file (usually ends up in the "downloads" folder, and double click to install. Follow any on screen prompts and allow it to finish.
THEN, restart your PC.
THEN you can connect your wheel and power it on, it should be recognised by your PC, and when you open the Fanatec control panel (look in your Start menu for Fanatec) it should be all there to adjust etc.
You can then update the firmware for the wheelbase/motor/wheel etc from the fanatec control panel.

What issue are you having? Is the base in PC Mode ? firmware update? A few more details would be great.

I am new to Fanatec (still waiting to get my order and play!) - so if this is incorrect , I apologies.
I too have ordered the CSL Elite PS4 version and will be using it on PC.
I would disconnect and power off the wheel if you have it connected, then:
Have you downloaded and installed the Fanatex driver software (I believe this is also the control panel)?

and look down the left side and click on the relevant driver (if you have a newer PC grab the 64bit driver, version 628):
