Unable to complete payment

I’ve been trying to attempt to make a purchase but can not complete checkout. Card payment is refused and I have contacted card services and the transaction is unblocked but was told 3D verification failed. I’m trying to use a visa and it’s not processing the visa verification by sending a txt code to my phone. I’ve tried PayPal but the Fanatec site says unable to initialize payment screen.
